Chapel Hill’s commercial base is smaller and more particular than the rest of the Triangle: the professional offices off Estes Drive, the retail and restaurant stretch on Franklin Street, and the medical practices serving UNC Health and the surrounding community. Franklin Street is a specific kind of hard

The retail and restaurant buildings on and around Franklin Street are small, old, tightly packed, and almost always occupied. There is no loading dock, no lay-down space, and frequently no parking within a reasonable distance of the door. Work happens in tight quarters, often before opening or after close, in buildings that share walls with neighbors who are open even if you are not.

Restaurant work adds its own constraints. Health inspection, grease, heat, and the fact that a kitchen shutdown costs the tenant more per hour than the entire job is worth. When we do alarm and access control or cabling in a restaurant, the schedule is built around service, not around us.

The building stock is genuinely old, which means the same problem Durham and downtown Raleigh have: no usable pathway, undocumented existing wiring, and a fire alarm retrofit that has to be designed rather than copied.

Medical and professional offices

The practices around UNC Health are the other half of the work. These are occupied buildings with patients in them, which changes the rules: no dust, no noise during appointment hours, no cable pulled through a space where PHI is visible on a screen or on a desk. Those are not lofty ideals, they are the actual constraints, and a contractor who does not think about them creates a HIPAA problem for the practice.

Permitting

The Town of Chapel Hill runs its own inspections department and has its own way of doing things, and Orange County’s process is different again. Neither works quite like Wake County. We file the submittals and handle plan review directly.
